In order to cope with the reform of the customs clearance integration across the country and further improve the efficiency of customs clearance, the General Administration of Customs decided to make paperless papers in the national customs promotion and evaluation work. The relevant matters are hereby announced as follows:
1. Imported goods taxpayers may receive and respond to the customs price inquiry notice, price negotiation notice, price negotiation record form and other audit documents and accompanying documents electronic data through the customs affairs contact system, and can receive and view the valuation. Notification.
2. The taxpayer of imported goods that meets the requirements of the customs administration regulations may submit the formula pricing record and price pre-audit filing application and the accompanying documents electronic data to the customs through the customs affairs contact system, and receive the customs filing decision without further paper. Submitted in qualitative form.
3. In the above paperless mode, the time for sending the electronic documents between the customs and the enterprise shall be regarded as the receiving time of the other party, and the relevant time limit for the trial price shall be in accordance with the “Measures for the Customs Examined the Customs Duty Price of Import and Export Goods” (General Administration of Customs) Order No. 213) is enforced. The information on the handling of customs and imported goods by the relevant taxpayers shall be deemed to have legally binding electronic signatures. If the taxpayer of the imported goods needs a paper-wrapped document, the electronic document can be printed and sealed to the customs.
4. If the Customs requires the provision of paper documents according to the management needs, the taxpayers of imported goods shall actively cooperate and provide them as required. The electronic scanning or conversion file format standards for the accompanying documents shall be implemented in accordance with the relevant provisions of the General Administration of Customs, No. 69 of 2014.
